Why is DevToolbox not on the Mac App Store?

Because the App Store's mandatory sandbox prevents reading ~/Library, running simctl and modifying /Applications, which is exactly what it needs in order to clean. A sandboxed build could not delete DerivedData or uninstall applications. What does fit inside the sandbox ships separately as DevToolbox Lite, which is free.

Is it safe to install DevToolbox outside the App Store?

Yes. The app is signed with a Developer ID and notarised by Apple, so macOS opens it without Gatekeeper warnings. Every update is downloaded with an EdDSA signature and the app rejects it if the signature does not match.

Does a DevToolbox licence work on several Macs?

Yes. The licence belongs to the user rather than to a machine, and it is verified offline, so it can be used on all of your Macs.
